Installed plugin doesn't appear in Copilot chat

Repro:

1. Install plugin

❯ copilot plugin install software-engineering-team@awesome-copilot
Plugin "software-engineering-team" installed successfully.

2. Verify plugin installed at ~.copilot\installed-plugins\awesome-copilot\software-engineering-team
3. Reopen VS Code
4. Check agents in Copilot Chat window

EXPECTED: Can see my new agents

ACTUAL: Nothing changed.

Copilot:

these files are plain .md plugin assets, not auto-registered VS Code agent definitions.

System:
Win11
VS Code: 1.118.0
Copilot CLI: 1.0.39

Workaround:
I asked it to convert them into proper agent files.
